Tulane University Legal Assistance Program
TULAP is a legal services program funded by the Tulane Undergraduate Assembly. TULAP provides free legal advice and low-cost representation to current Tulane Universitystudents, staff, and faculty. TULAP also provides free notarial services and information regarding legal rights, including information on landlord and tenant’s rights.
Please note that TULAP’s services are available ONLY to current Tulane students, faculty, and staff. The clinics are open during the academic year but closed during final exams, breaks and other university holidays. You MUST provide a Tulane email address to make an appointment.

TULAP primer on landlord-tenant relations

TU Alerts: In the event of an emergency or impending threat, Tulane will send critical voice and text messages to students at on-file telephone numbers and email addresses.
ALERTUS Notifications: With the ALERTUS software installed on your computer, you have access to key emergency notifications from the University. When a text or email message is issued, the ALERTUS software receives the message from the University servers and captures the computer screen with the text of the alert. Users must then acknowledge the message before returning to their computers.
Everbridge is Tulane University’s emergency notification system. Once you register with your Tulane credentials, the Everbridge app will give you the ability to communicate via text, emergency call button, and the ability to send photographs of suspicious persons/events directly to the Tulane University Police Department (TUPD).
Everbridge provides a virtual safety escort. Once activated, if you do not check-in, and SOS will automatically trigger an emergency request to TUPD. Everbridge also offers an Emergency Call Button (SOS) feature. Through your mobile device, a user can send an alert to TUPD with one click, automatically providing student information and GPS location.
It is imperative that students, faculty, and staff develop a personal evacuation plan, are ready to implement a strategy when a storm threatens New Orleans and remain informed about The University’s announcements and instructions.
Living with the threat of a serious hurricane is part of living in New Orleans. Because our first concern is for the safety of our students and employees, Tulane University has emergency plans and teams in place if a storm approaches the New Orleans area. We plan ahead in conjunction with city, parish, and emergency officials.
Ensure that all of your information is updated in the Gibson Portal including all emergency contacts and your evacuation plan.
Healthy Homes New Orleans
Healthy Homes is a City of New Orleans program in effect since January 1, 2024. The goal of Healthy Homes is to protect the health, safety, and welfare of the public by ensuring people who reside in Orleans Parish occupy safe and habitable housing. Owners of rental properties are required to register for an Annual Healthy Homes Certificate of Compliance.
Healthy Homes Minimum Rental Standards
All rental housing units in New Orleans must meet the following standards:
- Operable fire and smoke detection system and alarm.
- One or more: bathtub or shower, toilet, and kitchen sink in good working order.
- All kitchen sinks, bathtubs, and showers have hot and cold running water.
- Water heating facilities in good working order and capable of providing adequate water at a minimum temperature of 110F.
- Heating facilities capable of maintaining a minimum room temperature of 68F.
- Cooling system capable of maintaining a maximum bedroom temperature of 80F: 3 feet above the floor and 2 feet from exterior walls.
- Properly maintained electrical system.
- Appliances provided by lessor are properly installed, operable and maintained in safe working condition.
- Roofs, windows, and exterior doors adequate to prevent dampness or deterioration in walls or interior portions.
- No evidence of mold in unit.
- Interior surfaces are maintained free of significant cracking or decay and holes are sealed.
- Housing units and exterior property are free from visible rodent harborage and infestation.

Tenant Complaint Process
Tenants may report potential violations set in the Minimum Property Maintenance Code by calling 3-1-1 or online at nola311.org . Tenants have the right to pursue the complaint process without fear of retaliation under the "protected activity" section.
